The Kebbi State House of Assembly has adopted the position of the National Assembly and recommended the alteration of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), to provide for the establishment of State Police Services and for related matters.
This followed the presentation of the report of the House Committee on Home Affairs and Internal Security, led by Rt. Hon. Muhammad Garba Bena, during Wednesday’s plenary session, presided over by the Speaker of the Assembly, Rt. Hon. Salihu Maikasuwa Dangoje.
While presenting the Committee’s report, Hon. Muhammad Garba Bena recalled that at its sitting on Tuesday, 20th October, 2026, the House announced the receipt of the State Police Bill from the National Assembly, seeking for the alteration of the constitution to provide for the establishment of State Police, and resolved to commit it to the Committee on Home Affairs and Internal Security with a directive to report back on 21st October, 2026.
Presenting the committee’s report on the floor of the House, Hon. Muhammad Garba Bena said the Committee went through the entire Bill, which has 26 sections, and came up with its recommendations. He stated that the Committee, after due deliberations, unanimously agreed that the establishment of State Police Services is in the best interest of the State and the nation at large, bearing in mind the security challenges currently facing the country, including Kebbi State.
After the presentation of the report, the House proceeded to a vote, in which 20 out of the 24 members present at the sitting voted in favour of the establishment of State Police Services, while 4 members were officially absent.
Thereafter, the House, led by the Speaker, adopted the position of the National Assembly and recommended that the Bill for the Establishment of State Police Services (Constitution of the Federal Republic of Nigeria, 1999 Sixth Alteration Bill, 2026) be passed, having secured the required two-thirds majority from the Kebbi State House of Assembly, as stipulated by the Constitution of the Federal Republic of Nigeria, 1999 (as amended).
The House then directed the Clerk to the House to write and transmit the position of the Kebbi State House of Assembly on the State Police Bill to the National Assembly.
