Education gets highest allocation in Badaru’s final N178.576bn budget proposal

Jigawa state governor, Muhammad Badaru Abubakar has proposed a N178,576, 000,000 appropriation bill for the 2023 fiscal year with the education sector getting the highest allocation.

 
The governor, who tagged the budget proposal as “Budget of consolidation for sustainable socio-economic Development”, said the education sector has been allocated N22.44 billion which would be expanded on all components of the subsector including basic, post-basic, science and technical education and Islamic education, adult/non-formal education and library services as well as tertiary education.
 
The Health sector is allocated the sum of N14.42billion equivalent to over 16 percent of the total capital investment. This would majorly cover the completion and commissioning of major ongoing projects in the sector.
 
Governor Badaru explained that, in consideration of its organic linkage with the 2022 budget, its policy thrust as well as commitment to consolidate the seven years of sustained progress and development.
 
He proposed over N89.4 billion capital expenditure, over N56.5 billion as personal cost, and over N25.4 billion as overhead cost and other recurrent expenditure.
 
He maintained that the amount also includes State Pay As You Go Pensions and Government’s contribution to the Contributory Pension Scheme.
 
According to Him: “The state proposed to receive the sum of N50,571,000,000 from statutory allocation and other federal transfer, Value Added Tax (VAT) N28,000,000,000, States taxes and other Internally Generated Revenues (IGR) N26,913,460,000 and LG Contribution for Primary Edu. & Primary Healthcare Staff Cos 25,276,000,000.
 
“Other sources includes N11,400,000,000 2023 opening balance (treasury and dedicated project accounts), Internal and External Grants N7,796,000,000, Other Capital Receipts and Development Grants N23,719,540,000, Expected External Loan Drawdowns N4,900,000,000”.
 
Governor Badaru also presented over N82.28 billion for the 27 local government councils proposed budget.
 
Daily trust reports that, the total amount of the two budgets stood at N260.6 billion, while highlights of the budget ceremony include presentation of a six years compendium containing Achievements of Governor Badaru Abubakar as Jigawa State Governor.
 
The Speaker of the House Hon. Garba Kareka who scored the performance of the Implementation of the previous budgetary allocations in the last 7 years of this Administration as wonderful, recalled that the insertion of constituency projects in the state’s Budget proposals by the Governor is an indication that the cordial relationship between the legislature and Government is healthier.
 
 He promised to pass the proposed 2023 Budget estimates presented to the House by Governor Muhammadu Badaru Abubakar before the end of this year.
